part of assignment report:(I am unaware of Neurocam's dead drop strategies, but I have know that sometimes when a dead drop is made or picked up, a 'signal' is made at another location to tell the other agent or handler that she/he has done something. I have a location for a signal but the execution instructions didn't state anything about this. I can include it if you would like it as an addition to the report.)

Neurocam Assignment NCI - 2561/01 Dead Drop Reconnaissance

Dead Drop Location #1
(For picture and map of this location see attachment: Location One) A payphone near the Oceanside pier. The phone number is 760-721-3539. Located right next to another payphone but has a phone book attached to it. The payphone is listed at 300 N The Strand, however when trying to map that specific address it points to a different location on the south side of the pier. It's real location is somewhat between 400 and 300 N The Strand, by the Oceanside Pier but on the north side, south of parking lots 28 and 29. A small McDonalds kiosk is south of the phones. There is however another set of phones that are right next to the kiosk. Those are not the ones. Look for the ones near what appears to be a community center. The map included with the picture shows an approximation of the location. A dead drop can be made beneath the phone while making a fake call but it will have to be stuck on with an adhesive. Size of dead drop is somewhat limited.

Dead Drop Location #2
(For picture and map of this location see attachment: Location 2a for main picture of location and map & 2b for other pictures of this location) A pink bench on the Oceanside Harbor, located close to the "Nautical Bean Coffee Company" coffee shop. "Harbor & Beaches" is written on it. Located at approximately 240 S Harbor Dr. Oceanside, CA. There are two benches in this location. One is closer to the 'Nautical Bean' and the other is closer to gate Q. Look for the one closer to gate Q. (The harbor has many gates leading to docks. Each gate is named a letter of the alphabet.) The gate is shown in the picture attached. A dead drop can be made beneath the bench while sitting down but it will have to be stuck on with an adhesive.

Dead Drop Location #3
(For picture and map of this location see attachment: Location Three) A post office box located on North Pacific St. Oceanside, CA. It is near a condominium complex, "North Coast Village" located at 999 North Pacific. A railroad runs parallel to the road on which it is located. There is also a bus stop south of the p.o. box. It can be easily found using the picture and the map attached. A dead drop can be made beneath the Post Office Box while stopping to tie a shoe or pick something up.. etc. but it will have to be stuck on with an adhesive. Size (specifically thickness) of dead drop may be limited. Notes On the map, the approximate the dead drop location is marked by a red dot. On the map of location #2, a blue dot is used to mark a cafe to look for when making the drop.













Mr Hastings, The following is my report on Assignment NCI - 2561/01.

I have located and photographed the following three Dead Drop Locations.

Location One is on an open, semi-abandoned lot on Sycamore St. in Hagerstown, MD. The road is seldom used, and when it is only as a shortcut by those who know the area. This would be good for meetings at night, as there are no lights here. Also, the building in the third picture could be used for the drop off and pick up of documents, objects, or for meetings.

Location Two is a secluded railway tunnel near the Jonathan Hager House in Hagerstown City Park. To get to the Hager House, take Virgina Ave. to Park Circle, and turn onto Key Street. This road will lead you right to the Hager House, which is situated in a seldom-visited corner of the park. As you can see, the tunnel is dark and provides plenty of cover. Also, there is a small tunnel underneath on the right-hand side of the bridge in the stonework. This tunnel would be an excellent hiding place for materials.

Finally, Location Three is an abandoned power station on the crossroads of Memorial and Easten Blvds in Hagerstown, MD. It is located opposite of the Hagerstown Sun Stadium, and is rarely visited by anyone other than the occasional bum. The windows on this building have all been broken in and access is easy.















To the Operations Division: Here is my report on three possible "dead drop" locations within the city of Lexington, KY USA.

I have included photos for your inspection.

Location 1: Class Monument On the University of Kentucky Campus, in front of Miller Hall and near the Patterson Office Tower, there stands a strange little monument. The inscription reads, "Class of 1905" I believe it may once have been a drinking fountain. There is a shallow depression within that could be used to stash small objects for later retrieval.

Location 2: Bus Stop, 233 E. Main The bus stop at 233 East Main (in front of the Rug Depot) has a row of those boxes that dispense free newspapers that sell cars, homes, etc. Objects and documents can be placed in these boxes for later retrieval. A dead drop spike can also be driven into one of the nearby plant containers.

Location 3: Lecture Spot, U.K. Arboretum Woods There is an odd little area in the Arboretum Woods where there is a small podium and several rows of little benches. Judging by the amount of overgrowth, it seems to be seldom used. Items can be stashed in the vicinity for later retrieval.

Dear Operations Division,

Below I will give you step-by-step instructions on how to reach the three (3) “dead drop” locations of which I found to be easily accessible to me. These locations are accessible to the public as to not arouse any suspicions. Included, please find maps and photographs that show how to reach the “dead drop” sites. If there is any confusion in understanding my directions, please, contact me and I will try to further clarify the matter. The directions to all three (3) of my designated “dead drop” locations start off on US-14 West. Just find where US-14 West corresponds with Janesville, Wisconsin and my directions will take you the rest of the way.

Location # 1
Follow US-14 West until you come to US-51 South and take a left.
Follow US-51 South to Centerway St./US-51 South and take a right.
1. Follow Centerway St./US-51 South to Riverside Road and take a right.
2. Take first left onto South Washington Street. Park in the parking lot.
3. You should notice that you have arrived at the “Rock Trail Bikeway“.
4. You should also notice a “covered bridge” (noted in photograph 1).
5. Follow the paved trail to the “covered bridge”
6. To the right of the “covered bridge” is a “retaining wall” (noted in photograph 2).
7. Climb over the “retaining wall” and walk up the “embankment” (noted in photograph 3).
8. The “embankment” leads to a large “cement support base” (noted in photograph 4).
9. Behind the “cement support base” is my first designated “dead drop” (noted in photograph 5).

Location # 2
Follow US-14 West until you come to US-51 South and take a left.
1. Follow US-51 South to Hyatt Street and take a right.
2. Take immediate right onto North Main St.
3. Follow North Main St. until you come to a “stone building” on your right (noted in photograph 6).
4. Take a left at this building (following the white directional arrow).
5. Park near the “Rock Aqua Jays building” (noted in photograph 7).
6. Walk along the left side of the “Rock Aqua Jays building” (noted in photograph 8).
7. To your left will be a set of “bleachers/stands” (noted in photograph 9).
8. Climb the “bleachers/stands” to the top.
9. At the top you will find a “wooden, gray, bench” (noted in photograph 10).
10. Under the right side of this “wooden, gray, bench” is my second designated “dead drop” (noted in photograph 11).

Location # 3
Follow US-14 West until you come to US-51 South and take a left.
1. Take you first available right, into "Walt Lindemann Sportsman’s Park".
2. At the southwest edge of the parking lot is a "stone water fountain" (noted in photograph12).
3. Climb the steps located past the “stone water fountain” (noted in photograph 13).
4. At the top of the steps you should see a "small wooden-plank bridge" just down the trail (noted in photograph 14).
5. Upon crossing the bridge you will soon come to a "small wooden bench" at the bend in the trail (also noted in photograph 14).
6. This “small wooden bench” has a loose back which can be pulled away by hand to reveal “dead drop” number three.

These three (3) “dead drop” locations, as I said, are in public areas. I believe these to be secure drop points but for the sake of compromising any assignments by losing materials, I would recommend not leaving any materials in these spots for any extended period of time. I have observed these locations for varied lengths of time and I have come to notice that these locations are easily accessible and an operative’s presence would not arouse suspicions. I’ve also noted that each location has it’s own “window of opportunity” when they would be most easily accessed. I will give further details as to these “windows of time” if requested. Don’t misunderstand, all three (3) locations are accessible at any point of time during a 24 hour period but as in any aspect of life there are certain times when things might go easier.
