Operatives present: 24
Dear Mr Hastings,
I am writing to report on my involvement in NCI 7061/01. I am pleased
to
report that the assignment went smoothly and was completed within the
specified timeframe.
I arrived at the operation at 17:00 with Operative Plasmo. Initially,
there
was a moderately large crowd of other operatives with a man who identified
himself as Shemjaza writing down operative names/aliases on a pad.
I felt
unsure of Shemjaza's motives at this point, and remaining aware of
the my
intructions not to "reveal excessive personal information" decided
to give
my operative name as "Dubya" or "W" (rather than "Fex").
An image of
Shemjaza is included with this report.
At 15:15 hours we began our search of the assigned area. I examined
the
area closest to the warehouses and abandoned tower. It should be mentioned
that there were a number of fishermen in this area though I did not
have any
interaction with them. I began to make my way north beside the water
and
was present when an agent found the string leading to the key. The
key (as
you are aware) was a bottle containing a piece of paper with 236 405
written
on it. An image is included. I failed to establish the alias of the
operative who found the key however an image of him is included with
the
report (titled "finder.jpg").
After this a further search of the area was conducted. Operatives
Wintermute, Plasmo, and myself further reconnoitred the area near the
warehouses and the tower. I was quite impressed with Agent Wintermute's
thoroughness, despite the lack of results that we generated.
Eventually I decided to explore the waterline despite the fact that
a large
number of other operative had already been through this area. I am
pleased
to report that I discovered the case that was secreted at in the cavity
of
the furthermost lighting arm from the shore (see image). I alerted
fellow
operatives who informed me that a ladder had been found and brought
it to
the site. I climbed the ladder and retrieved the briefcase. Shemjaza
opened it and I played back the message on the voice recorder to the
group.
I also recorded the message along with a number of other operatives.
As per your instructions, I passed the voice recorder to directly
Operative
Bunny. An image of Operative Bunny holding the voice recorder is included
for verification. At this point another operative showed me some notes
that
had been scribbled on napkins, which he had discovered earlier in the
operation. The notes may or may not have been part of this operation.
At
any rate, images of the napkins have also been included in my report.
At this point the time was 17:50 and we began to vacate the area.
I left
with Operative Plasmo, and as we were leaving it is worth noting that
a
police car drove toward the area where the operation had occurred.
The
police left by the same road a few minutes later.
Some further notes that may be of interest:
In the search a bag containing a brown bob-style wig, female clothing,
and
padding was discovered. Once again this may or may not be related to
Neurocam activities. As far as I am aware, the bag was left at the
scene.
During the search there were a number of civilians fishing in the
area, also
were passed by a large "party boat" at one point, who were
able to observe
us while the message was being played back. One of these groups may
have
been responsible for the arrival of law enforcement officers.
I must also say that I find it troubling that I found the briefcase
after
10-15 other operatives had scoured the area in the preceding 40 minutes.
I
am disappointed that I cannot rely on some fellow operatives to act
with the
dedication and attention to detail that I saw in Operatives such as
Plasmo,
Wintermute, and several others.
Nonetheless, I am pleased to have played some role in Neurocam's training
exercise and I look forward to future operations with your organization.
Yours sincerely,
XXXX
I am pleased to report successful completion of assignment NCI 7061/01.
I met with other operatives at the designated site at 5 pm as specified.
We formulated a search plan and split into groups, commencing the search
at 5:15 precisely.
Operative Nathan located a bottle with a 6 digit code, and we continued
our search.
At approximately 5:40, Operative Dubya discovered an attache case
in the west most support column's light. A ladder was procured, and
the case retrieved. The code found in the bottle opened the case, and
the entire group listened to the message on the personal tape recorder.
Operatives Jojo and Bunny took the case and recorder as instructed,
and the group quickly departed in order to be clear of the area by
6 PM.
The additional instructions re: procurement of a white mask will be
undertaken this week.
Best regards,
Operative XXXX
Neurocam Report (NCI 7061\01)
Sunday 20th February:
I caught a train from the train station to join a number of football
fans on their way to the Carlton vs. Essendon football match.
I alighted at Spencer St. Station and tried to figure out which way
I
was supposed to go to get to the designated area. Initially l walked
the wrong way, but I quickly realised my error and headed off towards
the docks.
On getting to the waterfront again I was faced with uncertainty as
to
where to go.
I picked a random pier and walked Down it to the end. As it turned
out
I picked the right one, but it was going to take at least 10 mins of
walking to find that out.
I got to the meeting point at 5:05 - just after the meeting finished.
I got the low down from Operative Nathan.
I spent the next 15 mins searching, when Operative Nathan was directed
to a message in a bottle by a group of fishermen.
The bottle contained orange water and a business card of Neurcam's
sporting two sets of three numbers - 236 405. The group initially
thought of a safe combination, but I immediately thought of a
combination to a briefcase.
At about this time a bag was found containing a ladies costume
including a wig. Thoughts of certain super models sprung to mind, and
my thoughts were echoed by other operatives.
The search continued and at about 5:35 a shout went out that something
had been found. A Briefcase to be precise.
We congregated at the pillar and waited for the ladder to arrive.
The briefcase was recovered and opened promptly. My initial thoughts
were that it was empty, but on closer inspection by other operatives
the voice recorder was found. We huddled around, and some operatives
recorded. After the message was finished and the duties assigned we
went our separate ways (albeit in the same direction).
While walking down towards the city we were passed by a police car,
and it looked like they were interviewing some operatives.
I didn't go back.
XXXX
WENT TO YOUR LOCATION ON SUNDAY 20/2 AT 5.00pm SHARP
THERE WAS AT LEAST 20 OTHER OPERATIVES
SPLIT UP IN GROUPS
COMBINATIONS LOCK NO FOUND 1st IN BOTTLE
BRIEFCASE FOUND
OPENED IN GROUP
HEARD TAPE ????? ( DOCUMENTS ) ??????
Well, that was a different way to spend the latter
part of a Sunday afternoon, alright! I turned up pretty close to
5 pm, saw the assembled figures sporting Neurocam badges, gave my
operative ID to the one with the clipboard, and was soon followed
by operatives called american_guy, bunny, xad and too many others
to remember (I didn't catch them all, anyway). It was overcast and
very breezy. We engaged in some small chitchat while the others assembled,
until 5:15 pm, and then dispersed to search; the first peak of excitement
was the discovery of a false message in a bottle, that turned out
to be some kid's attempt to send a message out around the world!
Excitement mounted with the discovery of the real message in the
bottle; we wondered if the numbers could be a telephone number. Then
someone discovered a bag full of brand-new women's underwear, pantyhose
still in their wrappers and a red and black wig, and we wondered
if the operative had turned up in drag, and changed out of these!
Someone else discovered a Yr 9 homework assignment, on Romeo and
Juliet, in a plastic folder, and, with hindsight, this seemed to
have some potential significance in hinting that we "look
up at the balcony"? Then came the moment of real excitement, when
someone claimed to have found it, and called for what I thought was
a "letter", still on the pier, but the "letter",
as I incorrectly passed on, turned out to be a very rickety, wormeaten "ladder"!
As the operative who had discovered the briefcase nervously ascended
this, we promised him that there were more than enough of us gathered
around to catch him, should the ladder not hold him. We had by then
figured that the numbers in the bottle were the combination to the
briefcase, and gathered around to hear the recording on the tape-recording
inside it, but I could not catch any of it; I was later told to get
a Kabuki mask chopped off above the nose in preparation for the next
assignment. Sadly, I do not feel I performed any great role in the
execution of this assignment, but it was fun being there anyway, and
I got to see a side of Melbourne I have never seen before! lol
Yours sincerely,
XXXX
Charles.
The following is a detailed account of the training drill.
I arrived at the wharf at around 5:00pm with Operative Jo, as well
as Operatives DrJon, Benjamin and um... mumbley Joe... I forget his
name.
But anyways, we arrived at the wharf to find a sizable group of operatives
congregating. Operative Shamyaza seemed to have taken charge, taking
down the names of the operatives and collating various thoughts. I'll
get back to him later though
At 5:15, myself, Jo and Shemyaza headed down towards rocky underbridge
area. After a little bit of looking around, a shout went up from the
mainland. Apparently, the fishermen who were up there had pointed people
in the direction of a bottle, floating in the water, tied to the dock
with a rope.
This bottle had a Neurocam card in it with the numbers: 236405
From here I decided to head a little more in-land. Near the entrance
to the dock, I found a pile of discarded, brand new women clothes.
Apparently, they had fallen from a nearby bag, but I only heard of
that afterwards. I also found on the floor, down near the waters edge,
under a rock a pair of napkins with messages on them. Again, apparently
these had already been found in a bottle and then discarded.
The napkins had the following written on them:
----------------------------
MAX 28,11,04
Hi How is everyone
going. im in Australia hope you are all Good
----------------------------
28,11,04
Jack,c
Hi heres a bottle
& and a bag
----------------------------
Now, I don't know how, or if these letters are applicable to the task,
but the references to Max, the bottle and the bag of female clothing
just seemed a little too convienient to not pass along.
Around that time, there was a shout from below the bridge. Someone
had found a briefcase jutting out about 15ish feet above the ground.
Someone else also remembered seeing a ladder. A short trip later saw
an operative climbing up that ladder, suppoted by myself and a few
others, to retrieve the briefcase.
Using the combination found, we got into the briefcase to hear your
recorded message.
Following the message, Jo now has the briefcase in her possesion and
operive bunnie? has the tape player and I wil be looking into masks...
It was now about 5:55 so a departure seemed to be the best idea. While
walking away, a police car drove past us and headed down to the bridge.
While they were heading away, I had a final converstion with Operative
Shemyaza and here is the part that stuck me as suspisious. Although
we had previously corresponded on both my blog and his, he had absolutely
no idea of either who I was, nor the existance of my blog. The conspirisist
in me wants to say that he was an imposter, but then, I would hate
to make blind assumptions on things...
So after his strange conversion, I was heading back to my car with
operative Jo, only to be pulled over and questioned by the police that
were heading away from the docks. Apparently, someone had caled in
a suspicious bunch of fok hanging round the base of bolte brdge. I
told them that we were on a scavenger hunt.
And that brings me to now. Happily waiting for the next assignment
as detailed in the tape.

Dear Charles,
The following is my reort of the operation that took place yesterday.
Operative xade and I arrived at about 4.50. We parked in the car park
about 7 minutes walk away from the area to be searched. When we got
out of our ar wenoticed a few other red badged folk arriving and
walkng to the ticket machine. Operative xade, the friendly boy that
he is, said hi and what have you. W didn't know their names at the
time but later on I aught that one of them was a DrJon and another
was
Benjamin. I didn't catch the third name.
We hung around the ticket machine for a minute then started walking
down to the bridge. We stopped off once on the way and sat around for
a couple of minutes just to be sure that we wouldn't get there earlier
than we were meant to. Obviously this was not a sentiment felt by all
operatives because when we arrived we saw roughly 6 (?) people already
standing around. Amongst these was operative Shemyaza who seemed to
have taken control. He was taking down everybodies operative names
and then when everybody had arrived (there were quite a few people
who
arrived just after us) and the time had clicked over to 5.15 he
started allocating areas for people to search. Operative xade,
Shemyaza and I headed down to the rocky area at the base of the
bridges supports. I searched around along the ground, kicked over
rocks, peered in holes in the concrete until someone yelled out. We
all scooted up to the concrete area behind the fence where we'd agreed
to share any developments. Someone had found a bottle filled with
orangey type liquid containing a neurocam card with a 6 digit code
written on it. People noted down the code, including operative xade
so I felt no needto hold anyone else up to get them to write down the
code for me or to infact delay myself with obtaining it. This task
was one about teamwork, was it not? And I felt that if I found the
final locked object I would most certainly be given the code by oneof
my teammates. I noticed that several of the operative had not had
this same urge to continue the search, including operative shemyaza,
which I thought odd at the time because at the start he had been so
keen on being in charge. I later realised, when Shemyaza revealed he
had no knowledge of xades blog even though a Shemyaza comments there
regularly that perhaps he was a plant....
As it turned out, I did not find the locked briefcase. I searched
over the rocks againturning over bigger objects in the hope of finding
some manner of locked box, I went over behind the tower and found a
dead seagull in a box but figured that you would not have sent us
looking for something quite so.. decaying. I then went back and
looked along the pier. I searched up and downand under, looking
behind the rubbish skip under the main concrete area where there were
suppot beams an object could have been sitting on and checking all
of
the ropes going into the water. I climbed on each of the supporting
pillars goig down along the main concrete area and checked in the
cavities under the concrete and around the poles themselves. I
rehecked the rocks closest to the pier and concrete area, considered
going back around the main bridge supports but seeing there were
already quite enough people combing the area decided to look
elsewhere. I then, remembering how the safe had been buried, checked
all areas of ground that I could see may have been distrurbed recently
or easily dug, such as several sandy areas, under the couple of nearby
bushes and trees and a few other areas. I was back up near the tower
when someone yelled out again. We all quickly made our way back down
the the furthest area on the rockes behind the bridges supports to
where the call had come from. I saw Shemyza along with perhaps two
other operatives go running to the pier when I was heading towards
the
rocks and I asked them mwhat was going on. The called out something
about getting a ladder. I made my way down to the area with the
briefcase, stood under the balcony thing that the briefcase was in
and
had a look before the operatives came running back with the ladder.
The operative who located the briefcase climbed up the rotten old
ladder, supported by several of the guys and managed to reach the
briefcase and bring it down. He plugged in the cod and it snapped
open. There was much crowding and exclaiming about the contents. Me
being not very tall couldn't actually see the briefcase and only just
heard snippets of the tape through the slightly larger people who had
crowded in that little bit quicker. I heard enough to get that it had
been a training exercise and that someone else a bunny (?) was to take
the minisdisk player (I assume it was a minidisk player. I saw only
a
single glimpse of it) and a jojo was to take the briefcase. I assume
that you meant me here even though my operative name is johana and
you
have pretty much connected the dots for anyone who didn't know I was
jojo off xades blog. I am, however slightly pleased that we seem to
be on a nickname basis.... although I have no clue what familiar name
you prefer for yourself.... I got given the briefcase, rather
grudgingly by the way (I think some of your fine operatives were
wishing they had been given it instead), I believe it was either DrJon
or Shemyaza who yelled out that it was close to 5 so we all headed
off, me with xade. We all congregated a little further down to swap
details and organise for information to be distributed. When that
crowd disbursed and xade and I were walking back towards our car,
Operative Shemyaza called us over (or xade rather) and asked for xades
email address and blog. It was here he said that he didn't know who
xade was and had never heard of his blog which sent alll kinds of
alarms off in our heads. It was hre I got the idea that he was an
insider planted to keep the situation in control or whathave you. My
mind loves a good conspiracy theory so if you gave me some time I'm
sure I could come up with many different scenarios, each a little
crazier than the last, but that seems to fit right in with Neurcam...
We finally got away and were headed back to the car when a police
car
that we had all commented on driving down to the area we had just
searched came back up and pulled up to xade and I. There were two
male police officers inside, the one who was driving looking bored
and
almost asleep whilst the freshfaced younger one who interviewed us
looked kinda entertained and interested. The spoke to us briefly
drove away, did a u-turn, spoke to us again and then left us to get
back to our car. In the conversations with the policemen it became
known that the area around the base of the bridge is owned by Vic
Roads and we caused an amount of suspicion when we were seen all
tromping around over the rocks, so Vic Roads called the police to find
out what was going on. I suggest that perhaps if a training mission
is to occur again yu might think to use an area which is legally
accessable by your operatives or risk them being interupted by the
boys in blue and being left unable to complete the task...
Well... that was certainly a long report. You must have a blast
reading over all these 'and then I turned over this other rock' sorts
of accounts of yesterday.
Anyways. Ihave the briefcase and am awaiting instructions on what
is
to be done with it. It woud really be delightful if I got to meet
someone exciting to pass it on... Not trying to tell you your job or
anthing but it would be kinda cool. Especially your dear self. It
would be just fabulous to put a face to a name... Or at least a dress
sense. Find out whether you're into purple suits, white suits, black
suits covered in cat hair....
That's the other thing. Mr Tript has been asking me for details of
the operation. Am I allowed to tell him anything? Or does the 7 day
rule apply? I can ensure that he doesn't post anything that I twll
him and I never really tell him anything much anyways... Just need
your call on how much he can be tod there.
Thanks for the briefcase and the experience Mr Hastings (Chuck? ;o))

Report from Neurocam Assignment NCI 7061/01, 20 February 2005
Operative XXXX
At approximately 5 PM I arrived at the designated site and found a
few other operatives already assembling. One operative, who identified
himself as Shem, was recording names, so he will no doubt be providing
a full list of who was present. As the rest of the operatives assembled,
(about 25 by my rough count) we developed a strategy for the search
? we divided the area into a number of sections and groups were to
search each section, reassembling the main group when something promising
was found.
The search started at 5:15 and we fanned out across the area. After
about 10 minutes of searching, I found an unusual object in a cluster
of bushes. There was a black woman?s handbag with various items of
clothing in it as well as a red wig. Also in the bushes were other
clothing items, including a pair of black knee high boots and a skirt
and top. All these items were in new or near new condition. Feeling
that this was a bit out of the ordinary for the location, I carried
the bag over to the rest of the group who had gathered around another
clue discovered by (I am told by others) Operative Nathan ? a bottle
filed with Orange liquid and a card with Neurocam?s logo on one side
and the code 236 405 on the other. Once the group had examined the
bottle, I brought the bag to their attention. There followed a general
discussion about the possible relevance, as well as a thorough examination
of the contents. I mentioned the other items in the bush and described
where they had been found. After some discussion, it was agreed by
most that while this was interesting it appeared to be unrelated. A
few people searched the area more closely to be sure, but most people
continued on with other search activities. At this point, the bag and
other items were returned to the bushes. Though no one seemed to realise
at the time, I later discovered that the bushes where I found the bag
were outside the designated search area as indicated on the map.
Operate Xade found a bottle with a message in side alluding to someone
leaving ?a bottle and a bag? for someone. After some more searching,
someone called out that they had located something. Hidden inside a
support for the Bolte Bridge was a silver coloured brief case. As this
was clearly related, the whole group assembled and, once someone brought
a latter, operative Dubya retrieved the briefcase, which was then opened
using the code from the bottle. Upon opening it up, we found a recording
device with a message on it from Charles Hasting explaining that this
had been a training exercise. He congratulated us on the completion
of the exercise and instructed us to return the site to the original
condition, Operative Jojo to take the briefcase and Operative Bunny
to take the voice recorder, and for us to each acquire a white Kabuki
mask with the chin removed for use in the next assignment.
Once people felt that they clearly understood the instructions, we
vacated the area (some on foot, some in a car, one on a motorcycle
and myself and one other on push bikes). As we were leaving the area,
a police car approached the scene, however it was not clear whether
this was in response to our presence or for some other reason.
Report follows;
Arriving slightly after 5:00pm at the designated search spot I found
several other Neurocam operatives. Shem (Shim?) took down a list of
all operative IDs. I?m sure that list will come to be in your possession.
By 5:15pm about 20 operatives had turned up. We formulated a plan
i.e we split up and searched the area. For the first few minute we
found little, them someone found a bottle. The bottle was tied to a
string on a ladder at the north side of the search area. The bottle
contained a slip of paper with 6 numbers.
This left us with the question of what the numbers could be used for,
best guess being a combination for a lock
but what lock. We continued searching. It took a long time before anything
was found then someone called out from around the bridge pylons that
they had found something. As I started to walk over someone called
out that we needed the ladder. I had seen the ladder under the pier
earlier on, and because I was close to it I went to get it. I handed
it to other operatives who then took it down to the bridge. Once at
the pylon an operative climbed the ladder and retrieved the case.
We opened up to find that there was a voice recorder inside. Unfortunately
it was to quite to hear. After talking about the repercussion of the
recording we returned the area to it?s original state and left the
area.
As we left the area we noticed a pile of women?s clothing in the bushes.
The clothing was in very good condition and must have been dumped quite
recently. Very suspicious.
As we began to disperse the police rolled up
but by then it was over and they could do nothing.
Due to unforseeable personal circumstance, I was unable to arrive
at the scheduled time. However, I would like Neurocam to appreciate
that every effort was made to get there on time and I'm deeply disappointed
that I had missed most of the action which I had been eagerly anticipating.
On arrival at 5:40pm, it was observed that about 18 neurocam operatives
were gathered together. They had managed to locate several items including
a briefcase, bottle and a scribed sheet of paper. I can only speculate
that the ladder present assisted in the attainment of one of the items.
Again I apologise.
XXXX
Dear Neurocam
I am reporting the events that occurred on Sunday 13th February, 2005,
as they happened according to me.
ASSIGNMENT NCI 7061/01 [COUNTER-INTELLIGENCE
INTERCEPT]
Area Search and Object Recovery
I arrived at the location identified in the map at 5.05, after several
navigational issues. I have already been questioned by the man running
the Trade Centre carpark about what was going on. I revealed nothing,
as had many others.
There is a large group of people standing in a circle wearing their
identifiers. A man who identifies himself as Shamyaza is collecting
the names of all operatives present. I identify myself and take a seat
on a bench as we wait for 5.15. There are a few geeky jokes swapped.
We attract curious looks from nearby fishermen. Everyone seems quite
friendly.
At 5.15 we disperse in prearranged directions ? I climb over the barrier
and down to the rocky banks of the Yarra with the few others who were
willing to get their feet wet. I poke around amongst the rocks and
along the shoreline. There is a lot of rubbish, a few broken toys,
frames of wax from a beehive, a notebook containing homework. A very
large boat carrying a lot of drunken people passes, loud music booming
across the water.
At 5.20 there is a yell from the carpark. Xade has located a glass
bottle filled with orange liquid and containing a Neurocam card. On
the back of the card are 6 digits (236 405). The bottle was tied to
the pier with a piece of string and hanging under the water surface.
Apparently the fishermen had notified Xade of it when they saw us looking
around. They wander over and ask us what is going on. Again, nothing
is revealed.
Photos are taken, Sham takes notes, and we puzzle about the numbers.
Then another operative returns from a search with a black bag containing
a disturbing array of items: underwear, cosmetic creams, women?s clothing
and a wig. The contents of the bag are pawed at and riffled through
for clues. Everyone wants a look, and laugh heartily at transvestite
jokes. The laughs turn to nervous titters as the bag fails to reveal
any items related to Neurocam. In fact, a few people mention that maybe
we should notify the police, and look over their shoulders just in
case there was a woman?s body lying around that they hadn?t noticed.
The majority of the group then move to the bushes where the bag was
found. Also under the bushes are some black thigh-high boots and some
more women?s clothing, still on clothes hangers. All of the items are
draped conspicuously over the bush and we head back to our search.
A few operatives have climbed through the fence and are climbing the
decrepit harbour control tower. I leave the clothes-draped bush and
walk along the jetty, searching for anything that may be related to
the numbers we have found. I notice an old ladder wedged under the
jetty. I return to the rocks and poke amongst the rubbish and dead
penguins, but find nothing useful.
At 5.40 there is another yell, this time from the farthest point of
land, next to the farthest pylon under the Bolte bridge. Johanna has
located a briefcase in a light fitting attached to the pylon. Only
the corner is visible, and it is too high to reach. A call for the
ladder is put out to the slower operatives still moving from the carpark,
and they fish it out from under the jetty. A water taxi cruises by,
watching the large conspicuous group all staring at the light housing.
The ladder arrives, looking very unstable. The group volunteers a lightly
built operative standing near the pylon to climb the ladder. It is
held steady and he gingerly ascends, retrieves the briefcase and passes
it to the group. The 6 digits are entered and the case opens. Everyone
crowds around and I cannot see what is in it. I half expect a bright
light to emerge, Pulp Fiction style. Sadly, I am informed that the
case does not hold the soul of Marcellus Wallace, but a small tape
player. The tape is played, but I am too far away and the wind steals
the sound. I hear nothing of the message.
The large party boat cruise back up the river.
The tape finishes, and everyone moves back a little. Some people are
taking notes. The contents of the message are not relayed to the people
at the back until I ask. I am told that I need to buy a kabuki mask
and cut off the lower half at the level of my upper lip. There is some
confusion amongst a few members as to what a kabuki mask is, but the
rest of the group sorts it out.
Two guys wander out to us. They apologise for being late and ask what
they missed. They claim to have lost their identifiers, or left them
at home, or something sounding dodgy. Sham takes a few notes and returns
to the talk of kabuki without explaining anything really.
Someone points out that it is 5.50 and that we should leave. Someone
else kindly offers to take the ladder back, and we make our way across
the muddy rocks to the carpark. I am one of the few that drove, and
I pass the other operatives walking in a few large groups. As I leave,
a police car cruises past me toward the groups. I am glad that I don?t
have to do any explaining. I return home to sleep off my hangover.
Cheers
Operative XXXX
After arriving at 5pm i met up with another operative, Shem, then people
began arriving quickly in droves, till by 5:15 we had about 40 people.
We then split up into groups to search different areas, i started on
the south side just searching the wooden decking, where there was a
lone fisherman on the far eastern side, at 5:35 nathan found an orange
bottle tied to a piece of string and put into the water. A fisherman
had pointed out to him the string attached to the wooden decking on
the northern side which looked like it didnt belong. Inside was a neuroca
card with the numbers 236 405. At this we decided that prehaps they
might be the combination to open something. Since you said we would
get our feet wet, we knew to venture down to the rocks and light towers
to the west, and knowing that if these were numbers were a combination
to open something with the item inside it, that the item would have
to be both under cover and well above the water line, as since the
weather and tides would have been unpredictable the item would have
had to be placed in a a place where it was certain to not get spoiled
by water damage. Thus is was not long (5:45) before dubya found the
case up inside the western most light tower. remembering that there
was a wooden ladder near the bottle we found, we used that to reach
the metal case. A strange letter by "jack c" was also found,
with a message pertaining to a bottle and bag (which we later found,
the bag contiaing womens clothes and accessories).Upon entering the
code the briefcase opened to reveal a tape recorder, which when played
back said that this was just a team building training exercise. Just
as we did this 2 operatives arrived(very late) and "attempted" to
join in and get all the informaiton they could. We followed the instructions
of the recorded message and the case and recorder were taken home by
their respective people (jojo etc). We then returned everything to
its original location and then left as quick as possible. On the walk
out a police car drove down past us, then drove back up, wondering
what such a large group of people were doing in that area for no reason.
Dear Mr Hastings,
This email is written to acknowledge completion of assignment NCI
7061/01. Following is a listed report of the actions taken by myself
and the other operatives present.
- Departed from place of residence and made my way to the designated
area by means of public transport.
- Once arriving at Spencer Street station, walked from there to the
area.
- On the way there, I spotted other operatives but did not make any
contact until I deemed myself close enough to the area you designated.
- At the meeting point, we split into two groups and started searching
for any clues that may be deemed important.
- A bottle was found containing the ?Neurocam? insignia and six digits.
236 405.
- A bag was also found with some clothing inside. Not sure if that
was considered a clue or not. We disregarded it anyway.
- After a period of time, some letters were found to be written on
some napkins. The message was intriguing but it wasn?t deemed as important
as the next finding.
- Lastly, we found a silver briefcase hidden inside one of the supports
for the bridge. A ladder was used to collect the case.
- The numbers 236 405 were used to open the case in question and a
dictaphone was found inside.
- The message was played and all operatives present were able to hear
it.
- The case and dictaphone were passed on to the required operatives
and from there we all dispersed.
If I may, I would like to make a comment. I found the operation to
be very successful and all the agents present represented themselves
properly. A job well done by all.
Thank you,
Operative XXXX
Operation Report::
NEUROCAM ASSIGNMENT NCI 7061/01
Operative: Shemjaza
20th February 2005
5:00 pm
After talking my way through a car park I found a place near the
operation location to leave my car.
5:00pm – 5:15pm
One by one NEUROCAM operatives gathered in a group. It soon became
obvious that every one who wasn't there to catch fish was a NEUROCAM
employee.
I decided to keep a record of all the Operatives who arrived:
Rodger
Tergan
Colin
04
Arachne
American Guy
Wintermute
Bunny
Fleegle
Jonathan Riley
Xade
Johanna
MK Ultra
Benjamin
Tosh
Dr Jon
Plasmo
Dubya
Fraggle
Tilops
Bish Bash
Binkers
Nathan
As each new Operative arrived I asked to see their badge then
introduced myself (As Shemjaza) and asked them what their operative
name was. It was a lot of fun and every one seemed happy to use their
Operative names.
The Operatives all seemed in good spirits, and we were all quite
surprised at the sheer number of us. (I'm personally curious as to
how
many operatives there really are in Melbourne).
A couple of operative and I decided that the large watch tower like
building was probably out of bounds for investigation. (There were
no
signs, but a chain link and barbed wire fence is, in my opinion, an
implied KEEP OUT).
I made the assumption that swimming in the Yarra is outside what I
would call safe. (I have swum the Yarra before, and I was sick for
a
week).
I tried to work out who was willing to get their feet wet, and who
didn't. I asked for volunteers for hunting through different areas.
So
we split up into groups and got ready for the search.
5:15pm
Some operatives and I began by investigating the concrete pylons that
supported the Bolte Bridge.
We looked through the rocks and slime and the base of the Pylons
(Though we didn't look UP at this point). I was looking for some kind
of electronic safe; that could be hidden under the rocks.
5:20pm
Operative Nathan after interviewing a fisherman was told of a
mysterious bottle hanging from the board walk.
All the operative were called back to examine this evidence.
It was a bottle full of an orange liquid (I shudder to think) with
a
NEUROCAM card inside. On the back of the card was written the numbers:
236 405
I assumed that this was a code for a safe.
5:20pm – 5:45pm
Operative American Guy found a stash of women's clothes. A short
leather skirt, some long leather boots, a handbag with a cheap wig,
and some clothes still on shop hangers. One operative theory was that
these were the possessions of a prostitute and the fruits of shop
lifting. We left the clothes in the bushes.
Looking at the Code 236 405, I was reminded of the last 6 digits of
a
mobile phone number. So I tried the phone number: 04 04 236 405, all
I
got was the voicemail of some guy named Dale.
Some operative found an old rotted ladder.
Looking around the area, I noticed several lumps of dirt. I decided
to
check them for a buried safe.
I rechecked all the filthy and wet areas of the search area. (I wore
shorts and crappiest shoes for a reason). But all I found was a few
syringe packets. (Seeing them I was VERY careful not to put may hand
anywhere without checking it first).
5:45pm
In a box about 3m up on one of the Pylons a metal briefcase was discovered.
Operative Binkers and I carried the ladder over to the Pylon. An
operative climbed the ladder and retrieved the briefcase. Inside we
found a small tape player.
After listening to the message we discovered that this entire
operation was a NEUROCAM training exercise (not very surprising). As
well as instructions for each of us to acquire a white Kabuki mask
(cut to above the top lip) for later operations.
As ordered, Operative Johanna took the briefcase and Operative Bunny
took the tape player.
5:50pm
At this point two new NEUROCAM operatives arrived on the scene. They
were:
Lord Mathew
Kaine (but he didn't have his badge)
The two of them had been at a different part of the bridge, and had
only just found their way to the operation's location.
Then the group disbanded, with some operatives exchanging e-mail
addresses and blog addresses.
To Mr Hastings,
Operative Binkus attended neurocam assignment
7061/01 last sunday the 20th of feburary. Operatives
met at the assigned time. A search of the area was
carried out which retrieved a bottle containing a clear
orange liquid and a neurocam logo with a 6 digit number on
the back. The search continued and a silver brief case was
located in a cavity on one of the bridge pylons.A ladder was
used to obtain the object, which was quickly opened and
the message contained was recieved.
Operative Binkus asissted in the search and later aided another
operative to carry the ladder down to the pylon.
Operative XXXX
Attn: Charles Hastings
As requested, here is my report on NCI 7061/01.
Checked the tide information, and saw it was low tide at 1733. Headed
down
with fellow member Fex at 1700.
Shemjaza [plasmo_shemjaza.jpg] was taking attendance. There were
approximately 25 people present. These included Fex ("Dubya"),
Wintermute,
MishMash, Colin, Ariadne/Arachne, Jojo, Bunny, Xade, Shemjaza and Mkultra.
1715 began search. Scouted along pier and was pretty close when an
operative found the bottle on a string containing Neurocam card with
number "236 405" on one side. [plasmo_key.jpg | plasmo_bottle.jpg]
That
operative said the closest fisherman had mentioned the bottle was there.
When everyone was looking at the bottle, someone mentioned they had
discovered a handbag containing new black stockings, control underwear
(XL
by my reckoning), wig, fabric belt and other clothing items. As
instructed, the bag was left where it was found, in the bushes near
the
fenced off drinking fountain.
There were about four fisherman in the vicinity.
One asked "Treasure
hunt"? I smiled and nodded.
Went through a hole in the fence. Searched various crates. Opened
door
connected to main building to find bathroom. Entered tower, Fex was
ahead
up the stairs. With Wintermute's help unbolted the hatch at the base
of
the tower stairs to reveal what looked like a generator. Finished scouting
tower.
Xade was in possession of two paper serviettes found in a can or bottle.
From my grainy photographs I managed to read:
"Max [25/29].11.04 Hi how is everyone going? I'm in Australia
hope you are
all good."
"[28].11.04 [T]here's a bottle [under] a bay"
From conversations I gather the latter referenced the bottle and the
case.
Headed down to base of Bolte Bridge. Was only at the nearest pillar
when
Fex announced he'd found something at the far pillar and waved people
over. Let people know they should bring the ladder discovered earlier
just
under the pier. A yarra cruise went past with plenty people on deck
casting an eye over us.
Everyone gathered around, then Fex climbed ladder and got the briefcase.
[plasmo_case.jpg] Several operatives supported the ladder and were
prepared to break Fex's fall if it became unstable. The case was opened,
the dictaphone played. I recorded the bulk of this message on my phone.
(I
will not include the transcript here as you authored it.)
Somewhere around this point, two more operatives showed up, one without
a
badge. As instructed Bunny took the recorder, Jojo the case.
[plasmo_bunny.jpg | plasmo_jojo.jpg]
Began leaving area approx 1750. A police car was heading north-west
along
North Wharf Road. Saw it leave the scene via the Bourke St Extension
soon
after.
Regards,
Charles,
I thought I would be early and have to chill with an
ice cream for a while, before realising that my
Melways is from 1998 and most of the area around the
docklands has since changed. Not recognising much of
the new area, I battled the football crowd for almost
20 minutes until I finally slotting my car between two
giant flowerpots somewhere where cars weren't supposed
to go. My Melways pictures an Osaka Japanese garden
at the end of the north wharf. I was expecting bonsai
trees, running streams and saki. Instead I found
gravel, rubbish and tetanus. How far our docklands
have fallen!
After parking my car I walked my way up toward the
meeting location. I saw a couple of people ahead of
me, assumed they were going to the same place and
followed a few steps behind. Up ahead there were
fishermen, a few cars, and a crowd of about 20 people
standing in a group. Entering the group I looked
around at people who were all looking around at each
other looking around at each other. One guy who
looked like someone from a particular episode of bang
bus was standing against the railing taking down
operative id?s. His name turned out to be shemjaza
and at first I thought he was associated with Neurocam
at a higher level as he seemed to be a focal point.
Turned out he was taking names simply for his own
gratification. I wanted to tell him that he reminded
me of someone from a porno but I didn't think it would
be appropriate. We stood around for a little while,
waiting for 5:15, not saying much.
I must admit, it was one of the weirdest situations
I?ve been in. A mixed bunch of people, mainly
youngish 16-25's, a few oldies as well, about 5 girls
the rest guys, all looking a little excited, a little
paranoid and a little embarrassed.
I hadn?t slept much over the weekend; hadn?t eaten
much and had soaked up alcohol like a sponge. I was at
this point, feeling a little worse for wear.
Five fifteen ticked around and we all split up to
search the area. I headed over the railing and
searched beside the water. I must admit, my search
was half hearted. I knew whoever found something
wouldn?t be me and I didn't feel any need to be the
hero so I just wandered a little aimlessly. Soon I
heard some commotion coming from the other side of the
wharf. I walked over and found that a couple of guys
had found a bottle tied to a string dangling in the
water. I yelled out to others searching down by the
rocks that something had been found. From there I
stood back and let everyone who had cameras or who
felt the need to be up close crowd around. I tried to
light a cigarette in the windy conditions, failing
miserably until I managed to contort my body and hands
into a wind proof shroud.
There were a few fishermen around; their faces were
priceless when we stumbled upon the bottle. Out of
nowhere 20 people had amassed from chaos into
condensed order, all umming and ahhing over an
innocuous looking bottle. It was enough to make them
pick up their stuff and walk away in a daze of
confusion.
We realised based on the code in the bottle that we
were probably searching for either a safe or a
suitcase. Again we split up and wandered around with
our eyes to the ground.
From there I walked down over the rocks toward the
pillars of the Bolte Bridge. There were a couple of
guys ahead of me so I assumed if something was down
here they would have found it first. I wasn?t
interested in searching at all; I just wanted the loot
to be found. When I was younger I would play hide and
seek with my sister. I would always become distracted
by something else and forget to end up looking for
her. Out she would come hours later with a hurt
expression on her face, I was usually asleep in the
corner somewhere. Yes, sleep can distract me.
Anyway, finally someone had found something. I had
left the rocks by this point and was wandering
aimlessly around the car park wondering if it were
possible that none of us would ever find the prize.
We all crowded around the last pillar that was holding
up the bridge while a couple of others sought out a
ladder. We decided that the small skinny guy who I
think also found the case would climb the not so work
safe ladder. He did, grabbed the case and opened it.
Inside was a tape recorder with a message from you
know who.
I didn?t hear your lovely speaking voice Charles as I
was at the back of the group and the wind was pretty
strong. All I heard was, ?Congratulations
you are
required
hurt
people
in
Kabuki masks.?
Those were the only words I heard, I don?t know what I
missed but I think I have a handle on what you want me
to do!
The guy who climbed the ladder kept the tape recorder
and Jojo was instructed by you to keep the case. You
know how to pick ?em Charles!
As we were making our way back down the wharf a police
car arrived, checking us all out. I must admit it did
look suspicious, 20 people crowded into a place filled
with nothingness. I think they were also confused by
our obvious geekiness as well, probably assumed we
were playing dungeons and dragons or something.
Anyway, mission complete.

Btw, does Neurocam have a talking to police policy?
